The Inspector General of Police, Gen Kale Kayihura has snubbed the Uganda Human Rights Commission where he had been invited to explain alleged torture of suspects by police officers.
Kayihura, the Chief of Defence Forces, Gen David Muhoozi and Chieftaincy of Military Intelligence boss, Col Abel Kandiho, were today supposed to appear at Commission offices to explain the allegations.
However, speaking to journalists after the closed door meeting, the commission’s acting chairperson Katebalirwe Amoti said they had met representatives from the Chieftaincy of Military Intelligence and prisons were the only ones who attended the meeting while the IGP did not turn up and did not send a representative.
Katabalirwe says that they want a formal explanation from the security chiefs on allegations of torture of suspects’ since laws prohibit torture of any form.
Responding to the commission’s concerns over the IGP’s failure to attend the meeting, the police spokesperson Asan Kasingye has told KFM that he attending another meeting at the foreign affairs ministry.
Kasingye says Gen. Kayihura is ready to meet officials of the Uganda Human Rights Commission on another date.
